Renovated play grounds at Roswell Area Park, Hembree Park and East Roswell Park Began farmers market at Riverside Park Opened Roswell's second dog park at East Roswell Park Completed cell phone tours and started "A Southern Trilogy" theme at all three Historic Homes.
Completed trail connection between Big Creek Park and the Alpharetta Greenway.
Completed the revitalization of Old Mill Park with ADA assessable trails; including new historic signage and scenic overlooks.
City opened additional park space including trails and a fishing/launch dock.

1993- Attended the first Citizens Police Academy class for City of Roswell.
1989- As a citizen, helped develop the Parkway Village Overlay Zone
1993- Took over Public Works Dept. and developed it into the current Environmental Dept.
Obtained $200,000 of grant money to build the Roswell Recycling Center.
Initiated Roswell’s first storm buffer ordinance to protect our waterways.
Initiated a new tree ordinance to protect the tree canopy in Roswell.
Both the stream protection ordinance and tree protection ordinance have since been updated but Orlans was the first council member to realize the importance of our natural resources and how they contribute to our quality of living.
1997- Orlans was invited to participate in the ARC’s Regional Leadership Program with other chosen leaders from the entire metropolitan Atlanta region.
As head of Public Safety, Orlans initiated the ACE program which was carried out by the Community Development, Police, Fire and Environmental Depts. The Ace Program cracks down on slum landlords, making them clean up and maintain their properties.
Orlans initiated the 4th of July Fireworks at the Roswell High School to encourage participation in an old-fashioned, patriotic, small-town celebration. After its tremendous success, he initiated the End of Summer Fireworks at the Centennial High School.
Orlans promoted the idea of bike paths and the city trail system to Councilman Don White even before he was elected to the City Council. Since being elected, he has been a major supporter in designing a trail system along the river and throughout the city.
